This is a great image.. it has a very cool mood. The only thing I want to comment are the fishes in the front, they look way too flat, almost like paper cutouts.. but other than that it is great.

I think you need to define the strands in the eyelash a bit more. Right now, the lashes blend into the eyelid if you see what I mean.
Also the tears look a bit too solid, like fluffy clouds =)

It looks good, except a bit monochrome. A little more dramatic lighting might make it a bit more exciting.
Also there is not much contrast in the image, making the JPEG artifacts show.

wow, that's very impressive!
That dragon looks almost alive =)
