Ok, i know that programs like flash are vector based but i am not very clear on what that actually means, any help would be great! |

Hope this helps you understand what vector is. Vector programs draw elements mathematicly. Everything from the curves, angles, to the points that connect them. It's all mathematicly correct, and the file size is small compared to raster images. Raster images are made up of many pixels.
So for example if you are sizing down an image...with the raster image, you lose pixels and possibly lose detail in your image....with vector it's all math, so the size may change, but the detail is still clean.
Personally I have seen great artwork in vector and raster alike. If there is a choice that has to be made for a piece of work, consider the style/look that you want to achieve and consider your target audience.
