Not exactly sure on where to find tutorials for fur but I can give you my own advice. What I do for fine hair is start with the dark colors that create the shape I am going to create the hair on with a fat sized brush. Then gettings smaller as the colors lighten up but not so many variances in lightness/darkness throughout it. Then towards the end before I start making shadows n such for it I go in and do hair highlights (sorta) to kind of bring out the little hairs and make it look like theres a whole lot of them without going into all the detailed work. If you want to do it another way... there is a way of doing it crosshatch but it is kind of weird to explain. If you have ever done crosshatching before what I do with hair (well horse hair i've done this way anyhow) is start out with light spaced out crosshatching then the dark lines I run them in the general flow of the hair and the darker the area, the fatter the lines get (so u can see the hair). I have no idea if you understood what I just said, hehe I really don't. Maybe if I have time later I can show you what I am talking about.
OK i'm back (rather than just posting another reply) here's a quick lil image to kinda give you an idea I suppose (don't mind the cool glasses).

If you erased the white line between the glasses it would look like a puppet high on crack.
