The image shows real potential. I guess the main thing to do that would really enhance the image without too much extra effort is the way you draw the main lines on the image (such as the legs, colarbones, arms etc). The lines need some thickness. At the moment they appear to be single pixels with no depth to them. Also, try to make then smooth and curvy (this is extremely important on females). If you are going to use photoshop, consider using paths and then 'stroking' them.
I haven't experiment around with photoshop brushes enough yet but for fine line art, I find there is nothing better than using a tradition pencil and paper, then scanning. Why?! Pencils and paper have imperfections in them, unlike a computer. As you draw with a pencil, the actual lead itself is 'eroded' and the line thickness with change. Unfortunately this doesn't appear to be the case with PhotoShop brushes - they remain the same (unless you have a fade or something). Painter I've seen a little of and there brush options appear to be a little more realistic. My point, the image looks as though it was drawn with a tablet because all the lines look pixelly. If you could change this, you would find your image improves 10000% as it will have depth.
Hope this was helpful.
