This is a lot easier to do in Adobe Illustrator - it has the tools needed to make this a 3 step process.

In Illustrator, you make a circular path or an arc - I think it may be something different than an ordinary curve you create with the pen tool, but it's been 1.5 years since I used Illustrator - there's a button for making that path somewhere maybe...

Then you click and hold on the Text tool, till you see the other text tools pop up and then there is one that says "Form to path" or something to that effect. Click that and click the starting point on the curve you made... then type!

The letters will follow the curve and you can edit them too as you go.

Photoshop 4.0 doesn't have this feature built in and I don't know about the later versions.

Sorry if I wasn't any help. :I

You type each letter on a separate layer.
Put a dot on some layer where you want your center of circle to be. Then you can use the transform tool and move the pivot point of it to the dot and rotate your letters around that. Or something like that, I'm sure you get the idea.

The pivot point for the transform tool is that funny looking x thing that you can click and drag about.

Btw: Those instructions are for photoshop.
Like some fella siad, it's heaps easier in other programs.
