Naw..if he were in mid change he'd still have the powder blue shirt (although it'd be in shreds) clinging to his still-growing muscles....
I'd probably have to back the "little brother" theory. The look of fear in his eyes (at the pursuing penis with arms) isn't characteristic of the original Hulk. Not to mention he parted his hair. Going for the "clean cut" look I'm assuming
